We saw quite a few people camping at Jeff & Mutt, Becker, and Albino Lakes. Albino Lake in particular would make an excellent base camp. One nice thing about backpacking in the Beartooths is that there are no designated backcountry sites and no permit hassle. Drawback is that it's a very short backpacking season (6-8 weeks, depending on snow).
