The exposure for the rocks in the original image was perfect, but the sky was too pale and the water was not blue enough. So I applied a gradient blue filter to the sky and blended it till it almost touched the rocks. I did the same thing for the water but rotating the filter 180 degrees so that it started at the bottom and went up.
