This is an interesting and thoughtful effort that has gone a bit astray. I like also the illustration that the DC area is an infinite source of original images. I like your splitting the frame in half, with interesting and contrasting colors. The sky is nice, and correctly exposed for emphasis. It's good vision. To improve it, I'd 1) Split the frame exactly in half; 2) Get rid of the distracting branches in the left center; 3) Think some more about the water - The textures are nice, but not nice enough to compose half of the frame. Are you trying to say texture? Are you trying to say reflection?
