This is Needham's Skimmer (Libellula needhami). One way to tell the difference between it and the similar Golden-winged Skimmer (Libellula auripennis) is that Needham's Skimmer has tan legs whereas the Golden-winged Skimmer has black legs. There is a black dorsal stripe on the abdomen half-way down on Needham's Skimmer as well. There are other differences.
