NPA are rebels up in the hills. This group is not connected to the Abu-Sayaf or Al-Qaeda. It's a branch of the communist party that exists in the Philippines. NPA is totally against what the government of the Philippines does. NPA stands for National People's Army, a ragtag Army scattered all over the country. This group is the voice of the poor farmers and oppressed people. Mostly found in Barrios and small townships. The NPA are a small group of rebels. The cities are safe. The country is beautiful and the people are friendly and hospitable. Just use common sense when you travel and always travel with someone if you have no family there.
