Norman, I think the "garbage" you see on google earth is a very large water main being installed on Houston Street from river to river. It is taking several years to get it installed and operational. The water main has already been installed at this intersection. All high rise buildings need to have water pumps and tanks for automatic delivery of water. It is not feasible to store a reliable water supply above these buildings. With all best wishes, Hubert

I just installed google earth, and found the buildings on your photo. A few questions pop up when looking at it. Is there a city employee stike, or whatever, the street seem filled with garbage everywhere? And all those water tower, doen't the city give enough pressure to run the taps?
