One of the many mills that exist in Dundee, most have been converted into dwellings. They all seem to have these decorative towers/spire type things.

I think the different mill owners all wanted to outdo each other. Of course it could also be something to do with gaining a good vantage point for watching the ships coming in and out at the harbour.
