l think this is from the Crassulaceae family. Either a Crassula or a Echevenia. There are over a hundred different types in this family according to my book by Stirling Macaboy.

Very nicely photographed Ken. It's a type of succulent, possibly an Aeonium lindleyi. Seems to be a healthy plant. I take it it's an outdoor plant with the climate in England.
