Dominica, at least where I stayed on the West/South side of the island has reefs and flats, and you see all the smaller fish that seem to be somewhat absent or at least less common further north in the Bahamas.

I stayed at the Castle Comfort, a short walking distance out of the capital of Roseau, and dove with Dive Dominica.
