Bucharest
Nicolae Ceausescu built the second largest administrative building in the world (after the Pentagon) and the heaviest building in the world (heavier than the Cheops pyramid, it sinks 6 mm/year). At different times 100,000 people worked to build it and 3,000 of them died. He razed 1/6 of the old city to build it. Now it is used but is expensive to heat and cool. Ceausescu was building lavish living quarters for himself and his wife but was captured and executed before it was completed. The new government decided to finish the building because the materials were on site and it was cheaper to finish it than destroy it. The Romanian people suffered through years of privation to pay for this edifice.
