Double-crested Cormorant
I'm including this bird because it shows a smaller bare loral spot than usual, which is an important mark in differentiating Double-crested from Neotropic. In this position the bird has a bit of a Neotropic look, with uniform brown underparts and what seems to be a proportionally long tail (though the bill is not small). The gular patch is squared like Double-crested, though, without any pale border.
