I can see why Wendy said that ~ it just gives the impression they are way off the tourist trail, perhaps in a quiet residential street, but I guess thats just an illusion.

There are not tango dancers in every corner, it's part of street shows made for tourists in special locations, La Boca, San Telmo and Florida
