That looks to me to be "dry rice" culture (shifting agriculture, AKA slash and burn), growing rice on wet season rains rather than irrigation. It is common in north-western Laos. This is not a good form of agriculture - bad for the land, the forest and the people. It is practiced by those who are desperately short of (flatter) land, often hill tribes who have been excluded from the lowlands by the dominant race.
