Cool. Looks like a funnel/shoot to make sure the barges go under the bridge at the right place ..... even if the captain's aim is not so good !!!!!

This looks like a very interesting area. Just looking at some of the details in the photo, it looks like you could walk around this area and find a lot more good photo subjects and compositions. I take it this was shot from a bridge(?)
