I think it's probably just that he moved a little; at 1/30 second, it doesn't take much to take the "edge" off. In fact, it's remarkable to be able to get a sharp photo like this at 1/30 second when your lens is at full zoom or 420mm equivalent.
He looks like a tough guy with that expression 8^)
