Nope, it's the US Army Corps of Engineers harbor dredge, in our Morro Bay California harbor to clean things up so the boats can get through.
This vessel dwarfs all the normal local boats, and this is what you'd see if you were about to get run down...except maybe the line wouldn't be running to the dock...8^)
