Hi Brian, re your question 'How did I get so close'.
I had visited this location 3 times previous on consecutive days and fed them each day.
On the 4th day I fed them as usual and then deliberately allowed some food to fall on the bank instead of in the water. Sure enough out this one came. I continued laying a trail of bread closer towards me until he was only around 5 feet away. I got him in focus and waited until he held still. Took several shots to get this one.

Nicely done. There is excellent detail of the duck and the bokeh looks nice.
