The 1/2" bolts did not fit through the holes. I used a 3/8" bolt and associated anchor. Also, note that you should mount the changer pedestal using the legs and not just the base. I used a thin masonry bit to act as a pilot with the changer in place, to help align the things for when I used a hammer drill and appropriate bit.
