Nope. Those are jog-carts. Sulky is a very out-dated term. Harness horses jog, in jog-carts and race, in race bikes. The two individuals in the picture are actually trainer-driver, Ron Wagner on the right, and trainer-driver Jon G. Wengerd on the left.
