  Trying for a highkey effect with ViewNX 2, and Photo Brush for tweaking and resizing.  
Not a user of Photoshop
An Internet definition of 'Highkey' - "High-key lighting means an overall brighter picture, while low-key lighting means an overall darker picture. Mid-key lighting falls in the middle, yielding average brightness."  According to this definition, the image is definitely 'highkey'.
