As an insulator, acrylic lacks free electrons necessary for electricity to conduct--but if enough voltage is applied across an insulator such as acrylic, the insulator will collapse and conduct electricity. I found this acrylic right circular cylinder at Tap Plastics where the person who conducted the experiment left it as a demonstration of how electricity works.
