This photo was taken at the Wahkeena Falls trail-head at 7:42 AM. The elevation is about 100 feet above sea level and the Columbia River. This construction has been going on for months and all this time I was under the impression that it was blocking access to the trail. But it actually doesn't. I haven't the faintest idea what they've been doing all this time and I haven't found an explanation on the Web.
