Applied buzz simplifier and increased the color saturation for a starting point for painting.
Used combination of the smudge tool with a few brush strokes of new color (highlights on objects)
Placed over a pale background layer and brushed in a rough edge.
Added a blurred canvas texture on a new soft light layer.
