Opened (jpeg) image in ACR and adjusted color and exposure to my taste.
Then proceeded in Photoshop.
Rotated and Cropped more tightly, cloning hair into small void area.
Colored hair that appeared colorless or gray.
Brightened eyes, and added color to eyes and lips with softlight PWL layer.
Sharpened iris, lashes and lips.
Added a darker vignette and toned down the bright cheek with another PWL layer.
