Instead of making a texture pattern, I used the entire texture image to avoid any traces of repeat pattern. Since the texture image doesn't have any obvious proportions, I just resized it to match the Lincoln image.
The top image just uses a grayscale texture layer set to soft light blending mode.
The bottom image adds a background copy layer with the displace filter applied from the grayscale texture image.
The masking is just quickly done for example.
