I converted the image to b&w using effect of yellow filter. (Red took too much contrast from the lips.)
Then duplicated the layer, applied render>lighting behind head on the top layer. Applied black mask to that layer and painted in just a bit of the lighting effect on background and hair, avoiding face.
Moved eye catch lights by painting black and white on a new layer
Added PWL layer and worked on eyes, brightening whites,iris and teeth, darkening lips and eye lashes.
Cropped and rotated picture more to my taste and filled in the rotation voids with black brush on a new layer.
Finally added a Hue/Saturation layer with colorize for a low saturation "platinum" tinting.
