Duplicate background layer
Ran Neat Image on new layer, then use layer mask to reveal shaper eyes and lips from the background layer. Flatten
Selected each eye, placed on new layer, Transform and enlarged by 2%, Layer mask to blend. Flatten
Liquify tool to smooth stray hair a little.
Smudge tool with bristle brush to add brush strokes to entire image.
Lightest effect on eyes and lips, heaviest on hair and background.
Turned on the Finger Paint option with White as for ground color to pull in the edges of the picture.
Also used the finger paint mode with a red-brown color to add some color streaks to hair.
Finally, added texture filter to a new overlay layer (a cloudy sunrise image was used)
This gave an interesting "wavy" look to the "canvas"
Then added a layer mask to the texture layer and minimized the texture in the eyes and skin.
