My attempt to create the example LUCE effect using only Photoshop filters.
Duplicate the image layer (I only duplicated the original, not the LUCE example)
Change layer blending mode. Screen and Lighten both work with slightly different effects.
Apply Radial zoom blur. I applied it 3 x at 100% to achieve beams about the same magnitude as the LUCE example.
Apply Smart sharpen to accentuate the beams.
Add a layer mask and mask out most of the beams withing the window area, to improve stained glass definition.
