I think if you accept a definition of ownership as legal responsibility for the care and well being of the animal, 'owner' is an acceptable term. However, as a definition of the power structure between human and pet, just about every dog, and certainly every cat, owns its 'owner'.
You cannot "own" another living creature. You can enslave it, imprison it, put it on a lead, pretend its your best friend. But you can never own it, it is not property.
