Hmmmm... I have another, slightly frightening theory, it seems that they would've rather gone after each other when food was depleted till last man stands still... And, in line with the instructions teaching them to preserve the bomb's status quo unless commanded otherwise by Parliament Hill ( non-existent at the time of war ). This is what they do anyways in normal life even when food is in unlimited supply...

Or...they never actually wanted to deploy it anyway. They just had it to be able to pose with it in photos, so that they could say "We have The Bomb!". That way they'd be left alone, and not too many would have wanted to mess with them.
