Can anyone of the British pbasers tell me why fallen crosses and tombstones are not being reerected, but rather left as they are?

Nikon D300 ,Nikkor 18-200mm f/3.5-5.6g IF-ED AF-S DX VR
1/125s f/5.6 at 18.0mm iso200 full exif

I guess like here it all comes down to funding...there is never enough. Personally it bothers me to see graves & headstones unkept!!
