Rule of Thirds

The message in this photo is to always "stop" and consider "the rule of thirds". This is an intersection in a town near my home. The corner of 3rd Street and 3rd Avenue.

Actually this is all about the rule of thirds. The signs are placed at the upper left third and the stop sign is one third into the photo from the left. Both are obviously the subject of the humor in the photo and both are placed at the thirds.

I don't understand. One photo (the dog in the other photo)seems to be about composition. That was well done. But this one seems to be part of what the person below called a Scavenger Hunt. It has nothing to do with the Rule of Thirds in composition. What is the so-called Assignment supposed to be about? All the mess on the right in this photograph is distracting. Maybe this photographer could have cropped closer to the sign to bring out his Scavenger Hunt subject.
