This was perhaps the easiest to do. I took the original cropped it to put the boat in the upper left portion of the frame, then resized it to the final size of 1200x900 (4:3). I made four copies of this image and applied an "artistic" effect called Smear. it may be called "brush stoke" or something similar in other editors. I set the variation to near 100 as well as the density or the "strokes" I varied the direction of the angle of the smear to approximate a right handed lazy painter :-). Then I applied each copy on top of the original (like layers in some apps) with white set as the transparent color with approx 50% variation from each of the three colors to determine the actual transparency (I a not sure layers can do that, but it is needed for the effect) This leaves a series of "brush strokes" matching the colors of the original picture that produces a nice "painted" effect.
