I identified the name using Google Maps and then other sources. There is a (fine) Nişancı Mehmet Paşa Mosque, but that is far from here. It is claimed that mosque was by Sinan, but that is denied in the book Strolling through Istanbul. That book describes how the medrese we see here was at the time "a poor wreck", but was a work by Sinan indeed. One can find pictures on the web of that wreck. It now is completely rebuilt. If you are looking for it: it is about 200 meters NW from the Hekimoğlu Ali Pasha Mosque.
