This poster I saw on several spots in town, it captures an award ceremony of some kind. It is not clear to me if the major of Ceyhan who is mentioned is the recipient or the one giving the award. I was mainly struck by the curious costume worn by the man to the left (and the award is a bit strange also).

A viewer confirmed my suspicions: The man on the right hand side is the major of Ceyhan, Mr. Hüseyin Sözlü, and the man on the left hand side, in the costume, is the Chairman of the Turkish Parliament who is giving the award to the Major. The award is called "World of Turks, best service award". It is given every year to the best served for the purpose of bringing together the culture and commonalities of those countries which have Turkish origin such as Azerbaijan, Turkmenistan, Kirgizistan, Ozbekistan, Kazakistan.
