A viewer commented (some edits by me): writing can be translated as:
"In accordance with the order of Great Parliament of Turkey (TBMM), the 15th corp, which was the army of the eastern front, under commander Kazim KARABEKÝR Pascha, operated against enemies in 28th September 1920. It saved the 9th Kafkas Division, and on 30th October saved Kars."
