I walked the lively bazaar first on a Sunday - finding many shops opened, but the small industry having a day off - and then again on Monday. Huseyin, a very knowledgeable viewer, wrote: this man is Haci Ramazan Bayyigit, the name of the green machine is called Sahmerdan. and the younger one is his son.

I am not a technician, but I stick with the original text. You can see that text was produced by Huseyin, someone who knew the name of the men on the picture and of the machine. On the next picture one can see some slight movement, as the function of the machine was to hammer down on a red-hot object, an action that would formerly require a group of men with real hammers (see https://pbase.com/dosseman/image/31447420 ). I would expect a grinder to produce trails of red-hot particles spreading, I must have pictures of those somewhere also.

I think the man in this photo and the next photo is sharpening the blade of a slash-hook. If that is correct then the machine is a grinder not a battering ram (not a şahmerdan). But maybe he is making a new slash-hook from scratch, in which case he could shape it with a battering ram.
