The agora, when digging started in 1932, had deteriorated into a rubbish dump. Some of its ground held a graveyard, hence some fine Ottoman gravestones mingle with Greek and Roman remains.
These are just the capitals of Ottoman gravestones (the type of hat indicating rank and title). Sic transit gloria mundy, isn't it?
