Every city has run down areas, and they're usually the majority of the city. I think the photographer has shown the beauty and history in these areas. Not having been to Istanbul myself, i don't now have the impression that it ranks with downtown bombay. It's a beautiful city, so stop fretting.

Athough pictures don't lie I would like to remind the viewers that this is a grim, even perhaps a biased, for some reason, view of the city. These pictures show a run down city. Istanbul has many new areas where one can mistakenly think to be in a western city. In short, Istanbul is much more than these pictures show.
