I often complain about the poor quality of the English used to address foreigners. This is a fine example, though most of it is comprehensible, though with some effort, some of it borders on the insane (“opening the base surroundings with the permission given by Charles Newton during the Crimean War” ). I don't see why city councils spend thousands of YTL's on displays like these, and then seem to economize on the translators. I am not a native English speaker, but I could easily improve on this text, let alone a professional translator.
