I found that this is a gate of a lost building: "DARÜ'Ş-ŞİFA: Darü'ş Şifa, one of the institutions where applied medical education was given in the Seljuk and Ottoman period, was built in 1273 by the Pervaneoğulları Ruler Ali Süleyman Son Süleyman Ali. Its architect is Senior Engineer Küherbaş, who is the chief architect of the Pervaneoğulları Principality. Darü'ş Şifa was completely burned in the fire that broke out in 1837, and only the Medal (entrance gate) has survived to the present day. Traces of the fire are still seen on the gate today." It functions as a gate to a courtyard of the Yılanlı Camii, which was from the same time, and was rebuilt after the 1837 fire. I show some pictures of that mosque here also.
