Streets throughout Japan generally are spotless (no rubbish). There are few if any garbage receptacles on the streets. Presumably it is expected that rubbish is carried until it can be thrown away.
Manga are Japanese style comic books. These comic books emphasize a variety of topics, such as history, science fiction, romance, philosophy and life themes. It is quite common to see businessmen in suits reading thick comic books in commuter trains. A manga series may become popular enough that it is made into anime - Japanese styled animation.
