Ruffin announced that he was going to implode the Frontier and build a replica of San Francisco, California - a casino named City By The Bay which should be completed in September, 2002, containing 2,500 rooms at a cost of $700 million. Ruffin has 13 other hotels and he plans to use their cash flows to support the new project.
