An election is an election, whether national or small town, and supporters can be wildly enthusiastic. After the screaming subsided (the incumbent mayor winning by an almost 2-1 margin), he -- and one of the council winners -- are fiercely hugged by citizens.
A side note - I saw the mayor and the councilman a day or so after this photo ran in the newspaper where I work. They both thought it looked like they were slow dancing, "like at the prom or something."
