Northern Forest Grass-tree (Xanthorrhoea johnsonii)

By way of explanation in response to comments, this isn't a grass nor a tree, but a distant relative of lilies.

Looks like a ceremonial headdress. A woodland fountain. Do you have a photo of one flowering?
