From the state archives description: "Jose Diaz Garrido, president of the Municipal Council of Havana, Cuba (nearest monument in foreground) unveiled the monument at Key West, commemorating the 20th anniversary of PAA. Cuban Boy Scouts from Havana, Cuba, acted as guard of honor at the ceremonies."
