Carlos Costa was a fine Aviation Department employee and friend of mine. I was on the interview panel that selected him for employment in Airside Operations and he later transferred to Employee Development. He was one of four people on two Brothers to the Rescue aircraft that were tragically shot down in international airspace by the Cuban government on February 24, 1996.
