Mr. Spofford was Deputy Director of the Dade County Aviation Department from the early 70's until 1989 when a change in regime happened at MIA due to a federally mandated change to district elections (instead of countywide) for county commissioners and increasing the number of commissioners to 13 instead of 9. He then became Deputy Aviation Director for the Broward County Aviation Department at Ft. Lauderdale-Hollywood International Airport and was selected as Director a year or so later. He served as Director until the end of 1998 when he retired. He was one of the smartest gentlemen in the airport industry that I have ever observed.
