No it is not. Flagler Dog Track is on NW 7th Street and NW 37th Avenue in the SW corner of the intersection in the city of Miami. The Miami Beach track was never called Flagler. Don

this is the old flagler race track located just south of the southbeach pier mid 1960's :)
