The scene when I first arrived. Firemen had been working all night and were out of water. The fire was advancing to the west, driven by rising winds. The fire was largely invisible as it was running inside the stores. The store fronts are so well shuttered against theft that there was no way to put water on the fire. The firemen hooked chains to the shutters and tried to pull them off with their trucks.
